About NASSIT

The National Social Security and Insurance Trust (NASSIT) is a statutory Public Trust to administer Sierra Leone’s pensions. The Trust registers employers with their employees, collects contributions and pays out benefits. NASSIT currently uses BRS-NAPOS-II, developed in Microsoft C# with SQL Server and implemented in 2013.

Problem Statement

NASSIT has the following challenges which made very difficult to continue with the NAPOS system.

Because of these, NASSIT Management has decided to go with implementation of an Integrated Web-based Biometrics Pension System.

InfocareerTM Solution

InfocareerTM has partnered with Telis SL Ltd, Sierra Leone to form the Joint Venture. The new JV InfocareerTM-Telis Consortium (ITCon) has taken up Project Management Consulting for the implementation of an Integrated Web-based Biometrics Pension System with its supplementary systems for NASSIT.

NASSIT Engagement

ITCon have the role of providing Project Management services to Monitor, Evaluate, Review and Report on the deliverables for the below Program to and will manage the changeover transition

Facilitate the correct and scheduled development and/or implementation of the identified systems through Monitoring, Evaluating, Reviewing and Reporting on their deliverables to the Trust Executive and Board of Trustees. The systems shall include the following:

  • Design and Implementation of Scalable High Throughput Network Infrastructure
  • Data Cleaning Process and Migration including Biometrics
  • Web-Based Enterprise Resource Planning (ERP) System
  • Web-Based Biometrics Pension Administration System
  • Furthermore, ITCon will also assist in the development of requirements specifications for the above systems, and the procurement evaluation processes. Finally, ITCon will guide the NASSIT through the above systems life cycle from Project Inception to Go-live.

Outcome & Results

When ITCon started working with NASSIT, none of the supplementary projects had any proper direction. The following has been achieved in Program NASSIT after ITCon joined hands.

  • Weekly meetings with all the vendors to assess the status
  • Multiple planned meetings with NASSIT team to go over the TOR and understand the requirements for the major project Pension Administration Systems (PAS) & Biometrics Systems.
  • ITCon’s Domain and Project Management experts worked with the vendors to move the project work streams in the right way at the same time making NASSIT take control of the situations.
  • Very good progress has been made in all the Project work streams. The status of the workstreams are provided below:
    • Design and Implementation of Scalable High Throughput Network Infrastructure
      • Stage: This project is at the final phase. Though ITCon is responsible for Project Management only, we have also provided technical advice as it was required to complete the project. One of our Technical Project Manager went to client site to inspect the implementation, guide the vendor and correct
      • We are also working on finalising a Helpdesk system and Network Management System for a better management of technical issues and Network Management.
    • Data Cleaning Process and Migration including Biometrics
      • Stage: This project is at the final phase. One of the deliverables is ready to be implemented. Couple of other deliverables are waiting for NASASIT’s approval and guidance. The project will be completed successfully by the first quarter of 2022.
      • Project Management Processes were implemented. More clarity on what is required to be delivered and guidance were provided to the vendor and NASSIT management.
    • Web-Based Enterprise Resource Planning (ERP) System
      • Stage: This project will go live in the first quarter of 2022.
      • Processes implemented with the guidance from the ITCon Technical Project Manager. The user training is happening at the client place now.
    • Web-Based Biometrics Pension Administration System
      • Stage: Expression of Interest was circulated for both the Pension Systems and Biometrics. The Request For Proposal (RFP) is ready for both PAS & Biometrics systems based on NASSIT’s TOR.
      • RFP for both PAS and Biometrics Systems will be circulated before end of December to the short-listed vendors
